The Best Low-Dose Pre-Rolls and Cannabis Cigarettes for Social Occasions in California

For a social occasion in California, choose a pre-roll with a lower THC percentage rather than a smaller joint: Drew Martin’s herb-blended pre-rolls, or Eleanore’s Parlor Smokes (ten filter-tipped smokes of sun-grown flower and botanicals at about 2.5% THC with CBD). Cigarette-style packs from Lowell and Pure Beauty are beautifully made, but they hold full-strength flower, so they suit experienced smokers who will share one. A standard 1 g cone at 25% THC carries roughly ten times the THC of a gram of 2.5% blend, and is better saved for a quiet night at home.

We sell one of the smokes on this page. That makes us an interested party, and we would rather say so in the second paragraph than have you find it in the table. Where someone else makes the better choice for an evening, we have said that too.

A pre-roll at a party is a small act of hospitality, and most of them are badly judged.

The usual mistake is a kind one. A host buys a nice-looking pack, sets it out on the terrace table with a lighter, and forgets that the person reaching for it had two glasses of wine at seven and last smoked a joint in about 2009. The pack looked like a cigarette. It smoked like a dispensary gram.

A smaller joint is still a strong one

Most of what California shops sell as a social pre-roll is a smaller joint of the same flower they put in everything else. A half gram instead of a gram. Fewer puffs, yes, but each puff is exactly as strong, and at a party nobody counts puffs.

A real low-dose pre-roll lowers the percentage. The usual method, and the one we use, is to blend cannabis flower with herbs or botanicals that burn well and taste of something (rose petal, damiana, citrus peel, garden sage) so that each draw carries less THC. You can take five or six pulls, talk, take another. That rhythm is the whole point of smoking with other people, and a 25 percent cone breaks it after the third pass.

    The arithmetic on the label

Multiply the weight by the THC percentage and you have the most useful number in the shop, one that almost nobody prints. You inhale only part of it, and how much depends on how you smoke, but as a way to compare two pre-rolls side by side it has no rival.

What is in the paperTotal THC in the fill
    1 g cone of 25% flower250 mg
    0.5 g joint of 25% flower125 mg
    0.5 g joint of 18% flower90 mg
    1 g of 2.5% THC blend25 mg

Look at the half-gram row again. It is the size the cigarette-style packs use, and it still holds five times the THC of a full gram of blend. Our guide to whether THC percentage matters argues that a high number tells you little about flavor or quality; at a party it tells you a great deal about who will still be talking at midnight.

Strengths reflect each product as we understand it in late 2026. Lines change and batches vary, so read the label on the box you actually buy.

Where each option fits (and where it does not)

Drew Martin is the one we would point a cook toward. The herbs are culinary and you can taste them, which is lovely in a garden in June and a little odd next to a cheese course. If you want the cultivar itself to come through, look elsewhere.

Parlor Smokes are ours. We built them for the ten minutes after dinner when two or three people step outside, and the filter tip and the box are there because a cigarette, unlike a joint, has always been an excuse to have a private conversation. The Fainting Couch carries rose petal and chamomile; Afternoon Ruse is citrus and mint and works better before dark. They are the wrong choice for a daily smoker, who will find them pleasant and then wonder where the rest went, and they are not easy to find, because we sell through a short list of dispensaries.

Pure Beauty and Lowell deserve the credit for making the cigarette-pack format look at home on a nice table. Lowell’s packs, which started turning up in Los Angeles shops around 2017, did more than anyone to get there. Both are well rolled. Both hold full-strength flower. Hand one to a friend who smokes most evenings and they will be happier with it than with ours, and that is a perfectly good reason to buy it.

Hemp CBD cigarettes solve a narrower problem: the guest who used to smoke tobacco and misses having something in hand. They will not make anyone high. Most of them will not taste of much either.

The standard gram cone has no place at a party.

When the connoisseur should ignore all of this

There is one case where we would skip every blend on the list, our own included. If your guests are the kind who want to taste a particular farm’s cultivar, a single joint of excellent whole flower, passed slowly around six people, is the better evening. Botanicals change the flavor; that is partly what they are for. The tasting habits in our guide to cannabis tasting notes work far better on straight flower, and how to judge a pre-roll explains how to tell, before lighting it, whether the one in your hand is worth sharing at all.

    Hosting with a pre-roll

Put the smokes out after the main course, never with the aperitif. If the evening started with a cannabis drink, our piece on the best cannabis aperitifs for dinner parties explains why a second THC drink is usually where dinners go sideways, and a low-dose smoke on the terrace is the gentler second act. One smoke between two people is plenty. Bring a proper ashtray (a saucer from the good set will do) and a lighter that works, because nothing kills a moment like four people patting their pockets. Our note on how to light a joint covers the toasting step most people skip.

California law keeps all of this on private property, or in a licensed consumption lounge like the cannabis café on North La Brea Avenue in West Hollywood, which opened in 2019. It is not legal to smoke cannabis anywhere tobacco smoking is banned, and a lease can forbid it on your balcony even when the law would not. Ask before you light up at someone else’s house, the same courtesy you would extend with a cigar, and offer the guest who says no thank you something worth holding instead; a single Scattered Pearls chocolate at 2 mg THC and 2 mg CBD, or nothing with THC in it at all.

    Our position

The best social smoke is a weak one. That is an unfashionable thing to say in a market that prints its THC numbers in the largest type on the box, and we say it partly because our own product is built on it. Buy the blend over the mini, and if the label will not tell you the THC percentage, put the box back on the shelf.

    Frequently asked questions

What are the best low-dose pre-rolls in California?

Look for pre-rolls blended with herbs or botanicals and sold as low-dose, rather than mini joints of full-strength flower. Drew Martin blends sun-grown flower with culinary herbs; Eleanore’s Parlor Smokes are ten filter-tipped smokes of sun-grown flower and botanicals at about 2.5% THC with CBD. Both are built to be shared, and both are far gentler than a standard 1 g cone at 25% THC.

What is a luxury cannabis cigarette?

A cigarette-style joint: slim, usually filter-tipped, and sold in a pack or hinged box rather than a single plastic tube. Lowell Smokes made the format familiar in California. The format says nothing about strength, so read the THC percentage. Lowell and Pure Beauty fill theirs with full-strength flower, while Eleanore’s Parlor Smokes use a blend at about 2.5% THC.

    Is a mini pre-roll the same as a low-dose pre-roll?

No. A mini pre-roll holds less flower, but if that flower tests at 25% THC every puff is as strong as a puff from a full gram. A low-dose pre-roll lowers the percentage itself, usually by blending flower with herbs or botanicals, so a guest can take several draws and stay good company.

How much THC is in a pre-roll?

Multiply the weight by the THC percentage on the label. A 1 g cone at 25% THC holds about 250 mg of THC; a half-gram joint at 25% holds about 125 mg; a gram of 2.5% blend holds about 25 mg. You inhale only part of that, but the figure is the honest way to compare two pre-rolls.

    What are Parlor Smokes?

Parlor Smokes are Eleanore’s cigarette-style pre-rolls: ten filter-tipped smokes in a hinged box, made from sun-grown flower blended with botanicals at about 2.5% THC with CBD. There are three: The Fainting Couch (Indica), The Fig Tree (Hybrid) and Afternoon Ruse (Sativa). They are sold through select California dispensaries.

Where can you smoke a pre-roll at a party in California?

On private property where the owner allows it, or in a licensed consumption lounge such as those in West Hollywood. California law bars smoking cannabis in public places and anywhere tobacco smoking is banned, and a lease can forbid it on a balcony or patio.
